Property Licensing in City of London and Your Gas Safety Certificate
As of 5 October 2026, City of London had mandatory HMO licensing, with no additional or selective licensing schemes or plans recorded.
Where gas is supplied, Housing Act 2004 Schedule 4 requires licence holders to produce the annual gas safety certificate on demand. Unlicensed rentals with landlord gas appliances still need annual checks.
Verify: each scheme's status on the City of London council page before publishing - schemes started/ended Aug-Oct 2026
Mandatory HMO licensing
City-wide statutory baseline for qualifying HMOs with five or more people forming two or more households.
Additional HMO licensing
no scheme recorded at that date.
Selective licensing
no scheme recorded at that date.
Rented Homes in City of London
Private renting accounted for 48.3% of City of London households in the 2021 Census, compared with 35.9% in 2011.
That proportion makes annual checks relevant to many landlords, but the appliances in each home determine the requirement. A rented home with landlord gas appliances needs the record. Establish what is actually installed before booking: a gas hob matters even where there is no individual gas boiler.

Frequently Asked Questions
Do I need a gas safety certificate (CP12) to let out a Barbican flat?
You need a CP12 if the flat has landlord gas appliances. A flat with no gas appliances does not need this appliance check. Confirm the individual flat’s equipment rather than assuming from the estate name or heating arrangement. A landlord-provided gas hob still needs an annual check.
Do I need a gas safety certificate if my City of London property has no licence?
Yes, if your rented property has landlord gas appliances, the annual check applies even without a property licence. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 sets that duty. An exemption from licensing does not remove the requirement to check those appliances and flues.
How early can I renew my gas safety certificate in City of London without losing the expiry date?
Under regulation 36A, you can arrange the check in the two months before the existing deadline and keep that deadline for the next annual check. This is an early renewal window, not a grace period after expiry. Provide your current record when arranging the appointment.
