Who This HMO Gas Safety Service Is For
This service is for landlords and managers arranging domestic gas safety checks for HMOs and licensed rented homes in London.
- Shared houses with communal gas appliances.
- Bedsits with landlord-provided appliances inside individual lettings.
- Licensed single-household rentals with domestic gas equipment.
Single-let landlords can also see our landlord gas safety certificates for single-let properties. Identify shared equipment and appliances in private rooms before booking. Heat-network flats may have no individual gas appliance; commercial communal plant is outside this service. A licensing exemption does not remove an applicable regulation 36 gas safety duty.
What the HMO Gas Safety Check Must Cover
The check must cover every landlord-provided gas appliance and relevant flue, including equipment in shared areas and separately occupied rooms. A boiler-only entry does not cover other appliances.
Prepare by:
- Listing all appliances and who provides them.
- Identifying locked rooms and inspection points.
- Explaining shared plant and separate systems.
The visit includes visual pipework inspection and tightness testing where required. Tenant-owned appliances remain the tenant’s responsibility, but associated landlord pipework and flue duties still apply. Record coverage follows the equipment checked, without an automatic certificate-per-bedroom rule.
Shared Boiler and Flue
Checks: Operation, operating pressure or heat input as appropriate, safety devices, ventilation and flue performance. Access: Boiler cupboard, controls and relevant flue inspection points. Record: Boiler description, location, findings and any defects or action recorded.
Shared Gas Cooker, Hob or Range Cooker
Checks: Safe operation, relevant safety devices, gas supply and ventilation. Access: Shared kitchen and appliance connections. Record: Each appliance and its location, with findings. Include cooking appliances even when the boiler serves the whole house.
Gas Fire or Water Heater Inside a Letting
Checks: Appliance operation, safety devices, ventilation and flue performance where applicable. Access: The occupied room and relevant inspection points. Record: The specific appliance and room, including defects and action recorded.
Flue Routes and Inspection Points
Checks: Relevant accessible flue routes and inspection points. Access: Rooms or cupboards along the route. Record: Flue findings and any inspection limitations. An inaccessible item must not be represented as checked.
The Record You Receive and Who Needs a Copy
Your Landlord Gas Safety Record identifies the appliances and flues checked, the findings and any remedial action recorded. It includes the inspection date, property address, landlord or agent details, appliance descriptions and locations, safety defects, action taken, confirmation of required checks, and engineer identification and signature.
Record
Check the address and appliance locations against your property list.
Tenants
Give existing tenants a copy within 28 days of the check and new tenants a copy before they move in.
Landlord file
Keep records until two further checks of the appliance or flue. For removed equipment, retain the record for two years from its last check.
A record can contain unsafe findings. Follow the engineer’s instructions and arrange necessary remedial work with a Gas Safe registered engineer; receiving a CP12 does not itself resolve a defect.
Providing tenant copies and supplying evidence to the council are separate tasks.
Arrange Access Across Shared and Private Rooms
Arrange access to every location containing an appliance or flue that needs checking, including relevant private rooms.
Supply details
Give the address, complete appliance list and existing deadline.
Map access
Identify shared areas, locked rooms and who holds the keys.
Agree arrangements
Contact affected occupiers and identify the responsible access contact.
Prepare documents
Have the previous record and relevant licence request ready.
If access is refused, keep correspondence, explain the safety purpose and offer reasonable appointment arrangements. Do not force entry. An unanswered request does not complete the check, and there is no automatic exemption after three attempts.
What can landlords do if a tenant refuses access for a gas safety check?
What affects the price
Details Needed to Price Your HMO Check
Your appliance count, equipment types and access arrangements establish the scope needed to price your HMO check. Have these details ready:
- Property address and postcode.
- Number, type and location of landlord gas appliances.
- Shared or separate systems, including private-room access.
- Whether you also want a boiler service.
Explain the layout when enquiring so the requested visit covers the equipment you provide.
Typical London prices
- HMO or licensed property with several gas appliances: £100-£200 + VAT
Typical London price range, plus VAT at 20%. Your price depends on the number of gas appliances, the property and when the check is done; ask on the call.
Gas Safety Evidence for Your London Property Licence
Where gas is supplied, licences under Parts 2 and 3 of the Housing Act 2004 must include an annual gas safety certificate condition. Schedule 4 requires annual production to the council of a certificate obtained within the previous 12 months.
Address
Check which licensing requirements apply.
Licence
Read its gas safety evidence condition.
Submission
Follow the council’s instructions for providing the record.
Mandatory and additional licensing concern HMOs; selective licensing can cover single-household rentals. Across London’s 32 boroughs and the City of London, check the scheme and conditions for the exact address. A CP12 supports the gas safety evidence requirement; it does not establish compliance with every licence condition.
See London property licensing and gas safety for the wider licensing context. Supplying council evidence does not replace giving tenants their required copies.
Carbon Monoxide Alarms Alongside the Gas Safety Check
A landlord gas safety record does not replace separate smoke and carbon monoxide alarm duties.
- Smoke alarms: Provide coverage on each storey containing living accommodation.
- CO alarms: Provide an alarm in each room used as living accommodation containing a fixed combustion appliance, excluding gas cookers.
Check required alarms work at the start of a new tenancy; repair or replace them when reported and found faulty. Licensed HMOs have corresponding licensing requirements, so check the actual conditions.

Frequently Asked Questions
Is a Boiler Service the Same as a Gas Safety Certificate (CP12)?
No, a CP12 records a landlord gas safety check, while a boiler service is maintenance carried out to the manufacturer’s schedule. The HMO check covers relevant landlord gas appliances and flues; servicing concerns the boiler being maintained. Neither activity automatically replaces the other.
Can I Get the Landlord CP12 and Boiler Service Done in One Visit?
Yes, a landlord gas safety check and boiler service can be booked together in one visit. Request both when booking and supply the complete HMO appliance list. Arrange access to every location needed for the inspection, including any private rooms, as well as the boiler.
How Often Do I Need a CP12 as a Landlord, and Can I Book It Early?
Arrange the landlord gas safety check every 12 months; an eligible early check can preserve the existing deadline. Under regulation 36A, the window is the two months ending with that deadline, subject to its conditions. It is not a grace period after expiry. Use the existing deadline when planning and allow time to coordinate access with everyone whose room needs checking.
What Happens if a Landlord Lets the Gas Safety Certificate Lapse?
Missing the required annual check deadline leaves the landlord out of compliance; booking a new visit does not erase the gap. Arrange the check promptly, document access arrangements and deal with unsafe findings. For a licensed property, also check the council’s evidence requirements. A later record cannot be backdated to cover the missed period.
My Boiler Has Been Condemned or Labelled Unsafe: What Does That Mean?
An unsafe label means you must follow the engineer’s instructions and not reuse equipment until made safe. “Condemned” is not a separate classification. With permission, Immediately Dangerous equipment is disconnected and At Risk equipment turned off. The record documents findings; the warning notice explains the danger and restrictions. Landlords must arrange remedial work with a Gas Safe registered engineer.
