Property Licensing in Southwark and Your Gas Safety Certificate
Southwark’s licensing position recorded on 5 October 2026 includes borough-wide additional HMO licensing and two selective designations.
Verify: each scheme's status on the Southwark council page before publishing - schemes started/ended Aug-Oct 2026
Check the exact address and applicable exemptions. Where gas is supplied, each property licence carries the Housing Act 2004 Schedule 4 condition to produce an annual gas safety certificate on demand. See property licensing across London.
Mandatory HMO licensing
Applies to HMOs housing five or more people from two or more households.
Additional HMO licensing
Borough-wide, covering three- and four-person HMOs and qualifying section 257 converted flats; March 2022 to March 2027.
Selective Designation 1
Champion Hill, Faraday, Goose Green, Newington and St Giles wards; March 2022 to March 2027.
Selective Designation 2
Fourteen wards, including Peckham, Camberwell Green and Nunhead & Queens Road; November 2023 to November 2028.
Rented Homes in Southwark
Private renting accounted for 28.7% of Southwark households in the 2021 Census, up from 23.7% in 2011, with Victorian conversions characteristic of Peckham, Nunhead, Camberwell and East Dulwich.
Social renting accounted for 39.7% of households in 2021. The borough also contains homes served by communal and district heating, so a booking should start with the appliances actually present. A flat without an individual gas boiler may still have a landlord-provided gas hob or cooker requiring an annual check. Tell us about every landlord gas appliance, rather than assuming the heating arrangement settles the question.
Gas Safety Services for Southwark Landlords
We offer annual CP12 checks, combined boiler servicing, and checks for licensed homes and managed portfolios.
We also provide gas safety checks for homeowners and buyers.
Landlord Gas Safety Certificates (CP12) in Southwark
The annual check covers every landlord gas appliance and flue, including boilers, cookers, hobs and fires. Give existing tenants their record within 28 days and new tenants a copy before move-in. Keep records until two further checks have taken place. See our landlord gas safety certificates (CP12) service for booking details.
CP12 and Boiler Service Together in Southwark
Combine the safety check with a boiler service following the manufacturer’s schedule. These are two distinct activities: servicing does not replace the annual landlord check. For Southwark rentals with an individual gas boiler, discuss both when booking and confirm the documentation required. See CP12 and boiler service together for the scope.
HMO and Licensed Property Gas Safety in Southwark
Southwark’s additional and selective schemes make licence paperwork relevant to many rented homes. Under Housing Act 2004 Schedule 4, licences require an annual gas safety certificate to be produced on demand where gas is supplied. Include every landlord appliance when booking. See HMO and licensed property gas safety for further details.
Letting Agents and Portfolios in Southwark
For portfolios spanning Southwark’s conversions and licensed lets, track each property’s renewal deadline separately. Schedule early checks within the preceding two months under regulation 36A to preserve that deadline. Arrange tenant access and provide appliance details for each address when booking. See our service for.
Gas Safety Enforcement in Southwark
Southwark landlords need a genuine annual record to demonstrate the check and meet applicable licence conditions. Check the engineer’s Gas Safe ID, expiry date and relevant appliance qualifications, then match the record to your property and appliances.
Our Gas Safe business registration is 648977. The Register verifies engineers; it is not a public archive of every CP12. Our guide explains how to check a gas safety certificate and verify an engineer on the Gas Safe Register.
What Is Changing for Southwark Landlords
The next scheme endpoints in the supplied licensing timetable fall in March 2027 for additional licensing and Selective Designation 1. Check the council’s position before relying on an end date or assuming renewal arrangements. Selective Designation 2’s timetable runs to November 2028. Licensing changes do not remove the separate annual duty for landlord gas appliances and flues.

Frequently Asked Questions
Does my district-heated Bermondsey flat need a CP12 or boiler service?
A CP12 is needed if the rented flat has landlord gas appliances; boiler servicing depends on whether it has an individual gas boiler. District heating alone does not establish the appliance inventory. Check for a gas cooker or hob before deciding no annual gas safety check is required.
Does a Peckham or Camberwell rental need licensing, a CP12 and servicing?
A licence may be required, and landlord gas appliances need an annual check regardless of licensing. Confirm the exact ward, occupancy and exemptions against Southwark’s schemes. Boiler servicing is a separate maintenance activity that can share the appointment; it does not replace the CP12 check.
Who can service my Southwark ex-council flat’s boiler, and do I need a CP12?
Use a Gas Safe registered engineer qualified for your boiler. If you occupy the flat yourself, you do not need a landlord CP12 simply because it is an ex-council property. If you let it with landlord gas appliances, the annual landlord check and record requirements apply.
Do I need a gas safety certificate if my Southwark property has no licence?
Yes, if you rent it out with landlord gas appliances or flues, regulation 36 requires the annual safety check and record. A licensing exemption does not remove that duty. Give existing tenants the record within 28 days and new tenants a copy before they move in.
How early can I renew without losing the expiry date?
Regulation 36A allows the check within the two months before the existing deadline while retaining that deadline. This is an early-check window, not a grace period after expiry. Use the current record to plan the appointment and leave time to arrange tenant access before it becomes overdue.
