Property Licensing in Newham and Your Gas Safety Certificate

Newham’s licensing position includes selective, additional HMO and mandatory HMO licensing.

Verify: each scheme's status on the Newham council page before publishing.

Where gas is supplied, each licence carries the Housing Act 2004 Schedule 4 condition to produce an annual gas safety certificate on demand. See property licensing across London.

Selective

private rented homes within scope, excluding Royal Victoria and Stratford Olympic Park wards; 1 June 2023 to 31 May 2028.

Additional HMO

three- and four-person HMOs within scope, with the same ward exclusions; 1 January 2023 to 31 December 2027.

Mandatory HMO

borough-wide for HMOs with five or more people from two or more households; an ongoing requirement.

Rented Homes in Newham

Nearly four in ten Newham households rented privately in 2021: 38.5%, up from 34.1% in 2011. Victorian and Edwardian terraces characterise East Ham, with similar dense housing in Plaistow, Forest Gate and Manor Park.

For a rented house or conversion, identify every landlord gas appliance before booking. A cooker or fire matters alongside the boiler. For homes using communal heating, establish whether any gas appliances remain in the dwelling; the heating arrangement alone does not settle whether a record is needed.

Gas Safety Services for Newham Landlords

We offer annual checks, combined boiler-service visits and checks for licensed homes and portfolios. We also provide gas safety checks for homeowners and buyers.

Landlord Gas Safety Certificates (CP12) in Newham

The annual check covers every landlord gas appliance and flue, including boilers, cookers, hobs, range cookers, fires and water heaters. Give existing tenants their record within 28 days and new tenants a copy before move-in. Keep records until two further checks have taken place.

CP12 and Boiler Service Together in Newham

Combine the safety check with a boiler service following the manufacturer’s schedule in one visit. These remain distinct activities: the check records safety findings, while servicing maintains the boiler. Keep the CP12 alongside the service documentation for your Newham rental. Arrange your CP12 and boiler service together when booking the appointment.

03

HMO and Licensed Property Gas Safety in Newham

For Newham’s licensed shared houses and other licensed rentals with gas, keep the annual certificate ready for council requests under Housing Act 2004 Schedule 4. Identify shared appliances and arrange access to every relevant room before the visit. This helps define the inspection scope.

Gas Safety Enforcement in Newham

Newham’s selective licence condition 24 requires a current gas safety certificate where gas is supplied. A genuine record identifies the property, inspected appliances and engineer.

Our Gas Safe business registration is 648977. Check the attending engineer’s identity, registration and appliance qualifications, then compare those details with the record. The Register verifies engineers; it is not a public CP12 archive. Learn how to check a gas safety certificate and verify an engineer.

What Is Changing for Newham Landlords

The scheduled licensing dates to watch are 31 December 2027 for additional HMO licensing and 31 May 2028 for selective licensing. Review the council’s position before those dates when planning your property’s licence requirements. A scheme ending or changing does not remove the annual gas safety duty for rented homes with landlord gas appliances.

Frequently Asked Questions

My East Village E20 flat has no gas boiler: do I need a CP12 or boiler service?

No boiler means no individual gas boiler service; no gas appliances means no landlord gas safety record for the flat. Check the actual appliance inventory before deciding. A gas hob or other landlord gas appliance still needs its annual check even when heating comes from elsewhere.

What does my Newham selective licence require, and does a boiler service count?

Your selective licence requires a current gas safety certificate where gas is supplied; a boiler service does not replace it. Keep a certificate obtained within the last 12 months, provide it to the council within 28 days of a request, and give occupiers copies at the start of occupation.

Can my licensed East Ham HMO have a CP12 and boiler service together?

Yes, both can be completed during one visit to your East Ham HMO. The annual safety check covers the landlord gas appliances and flues; the boiler service follows the manufacturer’s maintenance schedule. Confirm all appliances and access arrangements when booking, and retain the records for both activities.

Does my unlicensed Newham property need a gas safety certificate?

Yes, if you rent it out with landlord gas appliances, regulation 36 requires the annual safety check and record. Being outside a licensing scheme does not remove that duty. Give existing tenants their copy within 28 days and new tenants theirs before they move in.

How early can I renew in Newham without losing the deadline?

You can arrange the check in the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-check window, not extra time after expiry. Have the previous record ready and agree tenant access while there is time to complete the visit.
