The licensing position recorded on 5 October 2026 includes borough-wide additional HMO licensing and selective licensing across three designated areas.

Verify: each scheme's status on the Barking and Dagenham council page before publishing.

Under Housing Act 2004 Schedule 4, property licences require an annual gas safety certificate to be produced on demand where gas is supplied. See how this fits with property licensing across London.

Additional HMO licensing

borough-wide, covering three- and four-person HMOs outside mandatory licensing; 9 January 2025 to 8 January 2030.

Selective licensing

three designated areas covering 19 wards; 6 April 2025 to 5 April 2030. Check the property’s address against council maps, particularly near boundaries.

Previous selective scheme

borough-wide licensing ran from 1 September 2014 to 31 August 2024.

Mandatory HMO licensing

applies across the borough to HMOs with five or more people forming two or more households.

Rented Homes in Barking and Dagenham

Private renting in Barking and Dagenham grew from 17.7% of households in 2011 to 24.2% in 2021, across a varied housing stock. Becontree’s predominantly two-storey cottages include council tenancies and former right-to-buy homes now let privately. Barking town centre, Longbridge Road and Eastbury include terraces, converted flats and HMOs.

Thames View and Marks Gate add post-war flatted estates to that mix. The appointment should reflect the appliances actually present: a home without its own gas boiler may still have a landlord-provided gas hob. Do not infer a property’s heating arrangements from its estate or building type.

CP12 and Boiler Service Together

Gas Safety Enforcement in Barking and Dagenham

Gas safety enforcement makes an accurate, retrievable record essential for licensed properties in Barking and Dagenham. Keep the certificate available for council requests and check that its address, appliances and inspection date match the property.

What Is Changing for Barking and Dagenham Landlords

The 2025 licensing schemes changed which Barking and Dagenham rentals need licences following the previous selective scheme’s end in August 2024. Frequently Asked Questions

Does a licensed rental need an annual CP12, and can servicing happen during the same visit?

Yes, a rental with landlord gas appliances needs an annual check, and the boiler service can take place during the same visit. The check and service remain separate activities. For licensed properties, keep the Landlord Gas Safety Record available to produce when the council requests it.

Does an unlicensed property still need a gas safety certificate?

Yes, a rented home with landlord gas appliances and flues still needs an annual safety check under regulation 36, even if no property licence is required. A licensing exemption does not remove that duty. Supply tenant copies and retain the records as required.

How early can I renew without losing the existing deadline?

You can have the check completed in the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-check window, not a grace period after expiry. Use the current record to plan the appointment and arrange tenant access beforehand.
