Property Licensing in Enfield and Your Gas Safety Certificate

Enfield has borough-wide additional HMO licensing and selective licensing covering designated wards, alongside mandatory HMO licensing.

Verify: each scheme's status on the Enfield council page before publishing - schemes started/ended Aug-Oct 2026

Check the property’s exact address against the designation. Where gas is supplied, Housing Act 2004 Schedule 4 licence conditions require the annual gas safety certificate to be produced on demand. See property licensing across London.

Mandatory HMO licensing

generally applies to HMOs occupied by five or more people forming two or more households.

Additional licensing

borough-wide scheme running from 1 September 2025 to 31 August 2030; qualifying section 257 HMOs are excluded.

Previous selective scheme

covered 14 wards under older boundaries, from 1 September 2021 to 31 August 2026.

Replacement selective scheme

covers 17 wards in two designations, from 1 September 2026 to 31 August 2031.

Rented Homes in Enfield

Enfield’s private rented sector housed 29.5% of residents in 2021, up from 22.2% in 2011, with small portfolio landlords prominent in the rental market. These are resident figures, not a count of homes needing certificates.

For each rental, establish which gas appliances the landlord supplies. Communal heating does not establish whether a home also has a gas hob or fire. The annual check concerns landlord gas appliances and flues, rather than the property’s postcode or heating label alone.

Gas Safety Services for Enfield Landlords

We offer annual checks, combined boiler servicing and checks for licensed homes and portfolios. We also provide gas safety checks for homeowners and buyers.

01

Landlord Gas Safety Certificates (CP12) in Enfield

The annual check covers every landlord gas appliance and flue, including boilers, cookers, hobs and fires. Give existing tenants the record within 28 days and new tenants their copy before move-in. Keep records until two further checks have been completed. Enfield’s licensing requirements sit alongside these duties.

CP12 and Boiler Service Together in Enfield

Combine the safety check with a boiler service following the manufacturer’s schedule in one visit. These are distinct activities: servicing does not replace the annual check or Landlord Gas Safety Record. Enfield landlords can request both when booking, identifying the boiler and other gas appliances. Book.

HMO and Licensed Property Gas Safety in Enfield

Checks cover landlord gas appliances and flues in HMOs and homes within Enfield’s licensing schemes. Housing Act 2004 Schedule 4 licence conditions require the annual gas safety certificate on demand where gas is supplied. Include shared appliances when describing the property and arranging access.

Letting Agents and Portfolios in Enfield

For an Enfield portfolio, keep each property’s renewal deadline and appliance list together. Track dates so early checks fall within the two months before each deadline under regulation 36A. Arrange tenant access before booking and identify who should receive each record for distribution. See our service for.

Gas Safety Enforcement in Enfield

Enfield enforcement shows why landlords need both safe appliances and records they can produce. A prosecution concerning an HMO on Mayfield Crescent, Edmonton, involved a defective boiler and failure to provide required safety certificates.

Check the attending engineer’s Gas Safe ID, expiry date and appliance qualifications. Compare the completed record with the property and appliances inspected. The Register verifies registration; it is not a certificate archive. Learn how to check a gas safety certificate and verify an engineer.

What Is Changing for Enfield Landlords

Enfield’s selective licensing coverage changed from 14 wards to 17 wards across two designations from September 2026. Landlords should reassess the address against the replacement boundaries rather than rely on an earlier licensing decision. A change in licensing coverage does not remove the annual gas safety duty for landlord gas appliances and flues.

Frequently Asked Questions

My flat at Meridian Water, the Alma estate or New Avenue has no gas boiler: do I need servicing or a CP12?

Without an individual gas boiler, there is no individual gas boiler service to book. Check whether the flat has other landlord gas appliances, such as a hob, which still need annual checks. Heat interface unit maintenance is separate; confirm responsibilities through the tenancy or lease rather than assuming them from the development’s name.

Can I combine the CP12 and boiler service for a licensed house in Ponders End or Edmonton?

Yes, the annual gas safety check and a boiler service can be booked together. The check assesses landlord gas appliances and flues; the service follows the boiler manufacturer’s maintenance schedule. Tell us about every landlord gas appliance so the booking covers the whole property.

Why do boilers in Winchmore Hill and Grange Park seem to need so much attention?

A boiler’s condition, usage and maintenance history determine the attention it needs; location alone cannot explain a fault. Keep servicing records and describe any concerns when booking. A boiler service and an annual landlord gas safety check serve different purposes, even when completed during one visit.

Do I need a gas safety certificate if my Enfield property has no licence?

Yes, if you rent out a home with landlord gas appliances and flues, regulation 36 requires their annual safety check. Licensing exemptions do not remove that duty. You must also give tenants their record within the required times and retain records until two further checks.

How early can I renew without losing the expiry date?

Regulation 36A allows the check in the two months before the existing deadline while preserving that deadline. This is an early renewal window, not extra time after expiry. Use the current record to plan access and book before the deadline, allowing time for any access difficulties.
