Property Licensing in Haringey and Your Gas Safety Certificate

Haringey’s licensing position, recorded on 5 October 2026, includes mandatory HMO, borough-wide additional HMO and selective licensing.

Verify: each scheme’s status on the Haringey council page before publishing.

Check the property’s exact address and applicable exemptions. Where gas is supplied, Housing Act 2004 Schedule 4 licence conditions require the annual gas safety certificate on demand. See property licensing across London.

Mandatory HMO licensing

borough-wide for HMOs with five or more people forming two or more households; an ongoing national requirement.

Additional HMO licensing

17 June 2024 to 16 June 2029, covering three- and four-person HMOs and qualifying section 257 converted flats borough-wide.

Selective licensing

17 November 2022 to 16 November 2027, covering private rented homes in 14 designated wards, including South Tottenham and Tottenham Hale. Hornsey and Muswell Hill wards are outside this designation.

Rented Homes in Haringey

Haringey’s 2021 Census-derived profile records 114,313 dwellings, with about 24% privately rented and 29% rented from the council or a housing association.

About 43% are owner-occupied, with western areas including Highgate and Muswell Hill having a stronger owner-occupied character. This mix means a booking should start with the property’s actual appliances and tenancy, rather than assumptions about its neighbourhood. For rented homes, include every landlord gas appliance and flue. A communal heating connection alone does not establish whether a flat has gas appliances needing a check.

Gas Safety Enforcement in Haringey

Haringey landlords need a genuine annual record that can be produced when required. A council decision on 3 November 2025 extended its gas servicing and maintenance contracts to 31 March 2026; this historical decision does not establish current contract arrangements.

Check an engineer’s Gas Safe ID and appliance categories, then check the record’s address, appliances and findings. Our business registration is 648977. Learn how to check a gas safety certificate and verify an engineer.

What Is Changing for Haringey Landlords

The next scheduled licensing endpoint listed here is 16 November 2027 for selective licensing; additional HMO licensing runs to 16 June 2029. Check scheme status before relying on these dates. Frequently Asked Questions

Does my Haringey heat-network flat need a gas certificate or boiler service?

An individual flat needs a landlord gas safety check if it has landlord gas appliances or flues to check. A heat-network connection alone does not create a gas boiler servicing requirement inside the flat. Check whether any gas cooker, hob or other landlord appliance remains.

Do Tottenham’s selectively licensed landlords need an annual gas check, and can they add a boiler service?

Yes, landlords with gas appliances need the annual check and can book a boiler service in the same visit. Selective licensing adds the requirement to produce the annual certificate on demand. The boiler service remains a separate activity, so servicing alone does not satisfy the annual safety-check duty.

Does my unlicensed Haringey rental need a gas safety certificate?

Yes, a rented home with landlord gas appliances and flues needs the annual check under regulation 36 of the Gas Safety (Installation and Use) Regulations 1998. Being outside a licensing designation, or exempt from licensing, does not remove that gas safety obligation.

How early can I renew without losing the expiry date?

You can arrange the check in the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-check window, not a grace period after expiry. Plan tenant access before the deadline so the annual check can be completed.
