Property Licensing in Hammersmith and Fulham and Your Gas Safety Certificate
Hammersmith and Fulham’s licensing position, dated 5 October 2026, includes mandatory HMO, additional HMO and selective licensing.
Verify: each scheme’s status on the Hammersmith and Fulham council page before publishing.
Where gas is supplied, each property licence carries the Housing Act 2004 Schedule 4 condition to produce an annual gas safety certificate on demand. See property licensing across London.
Mandatory HMO licensing
borough-wide statutory scheme for HMOs with five or more people forming two or more households.
Additional HMO licensing
borough-wide, covering HMOs with three or more unrelated sharers and qualifying non-compliant section 257 converted flats; 5 June 2022 to 4 June 2027.
Selective licensing
24 designated street sections, rather than whole wards; 5 June 2022 to 4 June 2027. Check the council’s designation against the exact address.
Rented Homes in Hammersmith and Fulham
Private renting was Hammersmith and Fulham’s largest tenure in the 2021 Census, accounting for 36.4% of households, up from 31.7% in 2011.
Barons Court and West Kensington include mansion blocks and converted Victorian houses, while subdivided terraces are part of the Shepherd’s Bush rental stock. For a conversion or flatshare, identify every landlord-provided gas appliance before booking, rather than counting only the boiler. A gas hob or fire also needs attention. Communal heating alone does not tell you whether a home has gas appliances; check the individual property’s equipment.
Gas Safety Services for Hammersmith and Fulham Landlords
We offer annual checks, combined boiler-service visits and checks for licensed homes and managed portfolios.
We also provide gas safety checks for homeowners and buyers.
Landlord Gas Safety Certificates (CP12)
The annual Landlord Gas Safety Record covers every landlord gas appliance and flue, including boilers, cookers, hobs, range cookers, gas fires and water heaters. Give existing tenants a copy within 28 days and new tenants one before move-in. Keep records until two further checks.
CP12 and Boiler Service Together
Combine the safety check with a boiler service following the manufacturer’s schedule. These are two distinct activities: servicing does not replace the annual check, including in a licensed flatshare. Keep the safety record and any separate service documentation with the property’s paperwork.
HMO and Licensed Property Gas Safety
For HMOs and homes within the borough’s additional or selective licensing schemes, keep the annual certificate ready for council requests. Housing Act 2004 Schedule 4 makes production on demand a licence condition where gas is supplied. Include all landlord appliances when booking.
Letting Agents and Portfolios
For portfolios spanning conversions and shared homes, track each renewal deadline and arrange tenant access before booking. Regulation 36A lets checks within the two months before the deadline retain that date. Give us each property’s appliance list and access details when arranging checks for.
Gas Safety Enforcement in Hammersmith and Fulham
An annual record documents the required gas safety check for Hammersmith and Fulham landlords. Check the engineer’s Gas Safe ID and qualifications for the appliances involved, then compare the record’s address, date and appliance details with the property. The Register verifies registration, rather than authenticating every CP12. Our guide explains how to check a gas safety certificate and verify an engineer.
What Is Changing for Hammersmith and Fulham Landlords
The next stated end date for the additional and selective licensing schemes is 4 June 2027. Check the council’s position before future letting decisions. A scheme ending would not remove the annual gas safety duty for rented homes with landlord gas appliances and flues.

Frequently Asked Questions
Does my licensed Shepherd’s Bush flatshare’s CP12 include a boiler service?
No, the CP12 safety check and boiler service are separate activities, although you can book both in one visit. The safety check covers landlord gas appliances and flues; servicing follows the boiler manufacturer’s schedule. A licensed flatshare’s annual gas safety requirement is not satisfied by servicing alone.
Does communal heating at Television Centre remove the need for a CP12?
It depends on the gas appliances in the individual flat. If there is no individual gas boiler, there is none to service there, but a landlord-provided gas hob or other gas appliance still needs its annual check. Confirm the equipment rather than assuming from the building’s name.
When are gas checks due for a selectively licensed house on Askew Road?
Gas checks are due annually, with no grace period after the deadline. Selective licensing applies to designated street sections, so confirm the exact address rather than assuming all of Askew Road is covered. A check within the preceding two months can preserve the existing deadline.
Does an unlicensed Hammersmith and Fulham rental need a gas safety certificate?
Yes, if it has landlord gas appliances and flues, the annual check duty applies regardless of licensing. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 governs that duty. Being exempt from property licensing does not remove it or the requirement to give tenants the record.
How early can I renew without losing the expiry date?
You can have the check within the two months before the existing deadline and keep that deadline under regulation 36A. This gives you time to arrange tenant access before renewal falls due. It is an early-check window, not extra time after the record expires.
