Property Licensing in Kensington and Chelsea and Your Gas Safety Certificate

As recorded on 5 October 2026, Kensington and Chelsea had mandatory and additional HMO licensing, with no selective licensing scheme.

Where gas is supplied, the Housing Act 2004 Schedule 4 licence condition requires an annual gas safety certificate to be produced to the council on demand.

Mandatory HMO licensing

borough-wide statutory requirement for qualifying HMOs occupied by five or more people from two or more households.

Additional HMO licensing

borough-wide scheme covering HMOs shared by three or four unrelated people, including qualifying flat-shares; 1 June 2023 to 31 May 2028.

Selective licensing

none recorded at that date.

Rented Homes in Kensington and Chelsea

Private renting accounted for 39.6% of Kensington and Chelsea households in the 2021 Census, up from 35.8% in 2011.

Earls Court and Redcliffe combine mansion blocks with Victorian conversions. Kensington and Notting Hill include stucco terraces divided into flats, while North Kensington mixes converted terraces with estates. Check the appliances in the individual rental: communal heating does not establish whether a flat also has a landlord-provided gas hob or fire needing an annual check.

Gas Safety Services for Kensington and Chelsea Landlords

We offer annual checks, combined boiler servicing and checks for licensed homes and managed portfolios. We also provide gas safety checks for homeowners and buyers.

01

Landlord Gas Safety Certificates (CP12)

The annual check covers every landlord gas appliance and flue, including boilers, cookers, hobs, range cookers, gas fires and water heaters. Give existing tenants their record within 28 days and new tenants theirs before moving in. Keep records until two further checks.

CP12 and Boiler Service Together

A combined visit includes the safety check and a boiler service following the manufacturer’s schedule. These are distinct activities: servicing maintains the boiler, while the CP12 records the safety check. Ask about service documentation when booking for a rented flat or house. Arrange.

HMO and Licensed Property Gas Safety

Kensington and Chelsea’s additional scheme brings smaller shared homes into licensing alongside larger mandatory-licence HMOs. Where gas is supplied, the Housing Act 2004 Schedule 4 condition requires the annual certificate on demand. Include all landlord gas appliances when booking.

Gas Safety Enforcement in Kensington and Chelsea

Licensed landlords must be able to produce the annual gas safety certificate where gas is supplied. Check the property address, appliances and inspection date on the record. Verify the engineer’s identity and relevant qualifications through the Gas Safe Register. Our business registration is 648977. Learn how to check a gas safety certificate and verify its engineer.

What Is Changing for Kensington and Chelsea Landlords

The additional HMO scheme’s scheduled end date is 31 May 2028. Check the council’s position before relying on that date for a licensing decision. A scheme ending would not itself remove the annual gas safety duty for rented homes with landlord gas appliances.

Frequently Asked Questions

Does my licensed Kensington flat-share need a CP12, and does servicing count?

Yes, a rented flat-share with landlord gas appliances needs an annual CP12; a boiler service does not replace it. Kensington and Chelsea’s additional HMO licensing condition also requires the gas certificate to be produced on demand where gas is supplied.

Does a Chelsea flat with communal heating need a CP12 or boiler service?

A flat with landlord-provided gas appliances still needs the annual check, even if heating is communal. If it has no individual boiler, there is no individual boiler to service. Confirm whether a gas hob or fire remains, and establish responsibility for any shared gas plant separately.

Who handles gas safety in an Earls Court mansion block: landlord or managing agent?

As the flat’s landlord, you must ensure the annual check covers the landlord gas appliances and flues for which you are responsible. Agree any managing agent’s role clearly, including access and records. Ask separately who manages shared plant; a block arrangement does not automatically cover your flat’s appliances.

Does an unlicensed Kensington and Chelsea rental need a gas safety certificate?

Yes, regulation 36 applies to rented homes with landlord gas appliances whether or not the property needs a licence. A licensing exemption does not remove the annual check or tenant-record duties. Identify every landlord-provided gas appliance and flue when arranging the inspection.

How early can I renew without losing the existing deadline?

You can arrange the check in the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-renewal window, not extra time after expiry. Use the current record to plan the appointment and allow time to secure tenant access.
