Property Licensing in Harrow and Your Gas Safety Certificate

Harrow has mandatory HMO licensing and ward-based selective licensing; the previous additional HMO scheme ended in August 2026.

Verify: each scheme's status on the Harrow council page before publishing, including the additional HMO successor and Wealdstone designations.

Where gas is supplied, Housing Act 2004 Schedule 4 licence conditions require production of the annual gas safety certificate on demand. Check the property's designation and exemptions. See property licensing across London.

Mandatory HMO

borough-wide baseline for five or more people forming two or more households.

Additional HMO

borough-wide scheme ran from 6 August 2021 to 5 August 2026; successor status needs confirmation.

Edgware selective

previous designation ended 27 April 2026; replacement runs 2 May 2026 to 1 May 2031.

Roxeth selective

2 May 2026 to 1 May 2031.

Greenhill and Marlborough selective

6 July 2026 to 5 July 2031.

Wealdstone selective

old-boundary scheme ended 1 September 2026; separate North and South designations were scheduled to start that day.

Rented Homes in Harrow

Nearly three in ten Harrow homes are private tenancies, across a borough with interwar semis and older conservation stock. Kenton, Belmont and Headstone form part of the interwar belt; Pinner, Pinner Green and Hatch End add to the rental geography. The annual check follows the landlord's gas appliances and flues, whatever the property's age.

Landlord Gas Safety Certificates (CP12) in Harrow

The annual Landlord Gas Safety Record covers every landlord gas appliance and flue, including boilers, cookers, hobs and fires. Give existing tenants a copy within 28 days and new tenants one before move-in. Keep records until two further checks. Harrow rentals follow these duties regardless of licensing.

CP12 and Boiler Service Together in Harrow

Combine the safety check with a boiler service following the manufacturer's schedule. They are distinct activities: servicing maintains the boiler, while the check produces the gas safety record. For Harrow rentals, booking both together can reduce separate access arrangements. Confirm service documentation when booking.

HMO and Licensed Property Gas Safety in Harrow

Harrow HMOs and selectively licensed homes need the appropriate annual gas safety evidence where gas is supplied. Housing Act 2004 Schedule 4 requires licence holders to produce the certificate on demand. Identify every landlord appliance, including those in shared kitchens, when booking.

Letting Agents and Portfolios in Harrow

For Harrow portfolios, track each property's renewal date and arrange tenant access before booking. Checks within the two months before each deadline can preserve it under regulation 36A. Keep the correct record with each property's tenancy and licensing documents. See services for.

Gas Safety Enforcement in Harrow

Harrow licence holders must be able to produce a genuine annual gas safety record where required. Check the engineer's ID, registration and appliance categories, then match the record to the property and appliances. The Register verifies engineers, not a central CP12 database. What Is Changing for Harrow Landlords

Harrow's 2026 licensing changes affect which rental addresses need a licence. Greenhill and Marlborough's July start and Wealdstone's replacement designations make the property's ward important. Licensing changes do not reset the annual gas safety deadline.

Rented Homes in Harrow Itself

Harrow town rentals include HA1 addresses around Greenhill and Harrow on the Hill. Harrow Square added 318 apartments around a public square and library, completing in 2019. Check the exact address for properties described as Kenton, Rayners Lane, Sudbury Hill, Headstone, Harrow Weald, North Harrow, Roxeth or West Harrow. A neighbourhood name alone does not establish the licensing boundary or gas appliance list.

Frequently Asked Questions

Does a town-centre flat need a certificate and boiler service under July 2026 licensing?

A rented flat with landlord gas appliances needs the annual safety check; a boiler service is separate. Greenhill and Marlborough's selective schemes began on 6 July 2026. Check whether the address needs a licence, and arrange boiler maintenance according to the manufacturer's schedule.

Do Eastman Village flats need a boiler service and a CP12?

The answer depends on the flat's actual appliances and heating arrangements. Confirm these with the managing agent before booking. A home without an individual gas boiler has no such boiler to service, but a landlord-provided gas hob still needs checking. Communal systems require separate consideration.

Is a Wealdstone terraced house's CP12 the same as a boiler service?

No, the CP12 records the annual gas safety check, while a boiler service maintains the boiler. A service alone does not provide the required landlord record. For a Wealdstone rental, check the applicable property licence separately and give tenants their copy of the gas safety record.

Does an unlicensed Harrow rental need a gas safety certificate?

Yes, if it has landlord gas appliances and flues, the annual duty under regulation 36 applies regardless of licensing. A licensing exemption does not remove gas safety obligations. Arrange the check and provide the record to tenants even when no property licence is required.

How early can I renew without losing the deadline?

You can arrange the check within the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-check window, not a grace period after expiry. Keep the previous record available so the renewal date can be established.
