Private renting accounted for 25.9% of Hillingdon households in Census 2021, up from 18.1% in 2011. The council’s 2025 evidence base counts 29,099 privately rented dwellings and estimates 2,537 HMOs.
The borough includes interwar suburban housing in Ruislip, Eastcote, Ickenham and Northwood. The stock report identifies 43.3% of homes as pre-war. For each rental, identify the landlord gas appliances and flues requiring checks; the building’s age alone does not establish its heating arrangements.

Gas Safety Enforcement in Hillingdon
Hillingdon landlords need a genuine record from a suitably registered engineer to demonstrate the check. The council’s published decision record recognises its own duty to maintain safe gas installations and documents an annual servicing and safety-check programme.
Check the engineer’s registration and appliance categories, then compare the record’s address, appliances and engineer details. Our business registration is 648977. Learn how to check a gas safety certificate and verify an engineer on the Gas Safe Register.
What Is Changing for Hillingdon Landlords
Additional HMO licensing began on 24 August 2026, extending licensing to smaller shared homes across Hillingdon. Applications opened on 20 May 2026. For affected landlords, producing the annual gas safety certificate is now a licence condition where gas is supplied, alongside the existing annual gas safety duty.
Rented Homes in Hillingdon Itself
Hillingdon town’s UB10 and UB8 housing includes interwar estates, post-war homes and the village conservation area. Oak Farm’s 220 council houses were built during the 1930s; later council building included Violet Farm and Evelyns at Colham Green. Hillingdon Village became a conservation area in 1973. When booking for these homes, list the appliances actually present.

Frequently Asked Questions
Does the new Hillingdon HMO licence require a CP12 or a boiler service?
It requires an annual gas safety certificate where gas is supplied; a boiler service is a separate activity. The additional licensing scheme began on 24 August 2026. Servicing follows the boiler manufacturer’s schedule and does not replace the landlord’s annual safety check.
How often does my student house near Brunel University in Uxbridge need checking?
Landlord gas appliances and flues need an annual safety check. A summer changeover can suit access arrangements, provided the check meets the existing deadline. Give incoming tenants the record before they move in, and check whether the house falls under mandatory or additional HMO licensing.
My flat at High Point Village or Hayes Village has communal heating. Do I need a CP12 or boiler service?
A flat with landlord gas appliances still needs those appliances checked, even with communal heating. If it has no gas appliances or individual gas boiler, there is no in-flat boiler to service. Confirm the actual installation rather than assuming every flat in a development is identical.
Does an unlicensed Hillingdon rental need a gas safety certificate?
Yes, where it has landlord gas appliances and flues, the annual duty under regulation 36 applies regardless of licensing. Having no property licence, or being exempt from a licensing scheme, does not remove that duty. Keep the record and supply tenant copies within the required times.
How early can I renew without losing the expiry date?
You can arrange the check in the two months before the existing deadline and retain that deadline under regulation 36A. This is an early-check window, not extra time after expiry. Have the previous record ready so the date can be checked when arranging renewal.
