Property Licensing in Hayes
Hayes falls within Hillingdon’s additional HMO licensing area, with no selective scheme recorded as of 5 October 2026.
- Additional licensing: borough-wide since 24 August 2026.
- Mandatory HMO licensing: applies throughout Hayes to qualifying homes with five or more people from two or more households.
Where gas is supplied, property licences require the annual certificate on demand under Housing Act 2004 Schedule 4. See property licensing in Hillingdon.
Verify: scheme status on the Hillingdon council page before publishing
Rented Homes and Gas Appliances in Hayes
Hayes includes council flats, converted buildings and newer rental apartments.
Council and Housing-Association Flats in Hayes
Hayes Town Centre Estate and Avondale Drive feature in the council’s regeneration programme; Cherwell Court forms part of Avondale Drive’s completed first phase. Cavenham Court is council-owned housing on Millington Road. For flats with landlord gas appliances, arrange access to each appliance and its flue. Communal building inspections do not replace the annual check inside an individual gas-equipped rental.
Newer Flats in Hayes: Own Boiler or Communal Heating?
The Old Vinyl Factory combines converted Art Deco buildings with newer blocks, including The Venue and rental homes at The Gatefold. Establish the individual flat’s heating arrangements before booking. If it has a landlord gas boiler, the check covers that appliance and flue alongside any other landlord gas appliances. A communal heating connection alone does not establish what needs checking.
Gas Safety Services for Hayes Landlords
We offer annual checks, combined servicing and licensed-property checks, plus gas safety checks for homeowners and buyers.
Landlord Gas Safety Certificates (CP12) in Hayes
The annual record covers every landlord gas appliance and flue: boiler, cooker, hob, range cooker, fire and water heater. Give existing tenants a copy within 28 days and new tenants theirs before move-in.
CP12 and Boiler Service Together in Hayes
Combine the safety check with a boiler service following the manufacturer’s schedule. These are two activities with appropriate records, relevant where a Hayes flat has its own boiler. Book.
HMO and Licensed Property Gas Safety in Hayes
Licensed Hayes HMOs must produce the annual gas safety certificate on demand where gas is supplied, under Housing Act 2004 Schedule 4. Include appliances in every shared kitchen when booking.
Letting Agents and Portfolios in Hayes
Track each Hayes property’s renewal date so early checks fall within the two months before its deadline under regulation 36A. Prepare separate appliance and access details for each address.

Frequently Asked Questions
Does the new Hillingdon HMO licence need a CP12 or boiler service?
It needs an annual gas safety certificate where gas is supplied; a boiler service is a separate activity. Hillingdon’s additional scheme covers qualifying HMOs shared by three or four people from two or more households. Servicing alone does not fulfil the certificate requirement.
Does communal heating at High Point Village or Hayes Village need a CP12?
Communal heating alone does not require an individual flat’s CP12 or an individual boiler service if there is no boiler. Check whether your flat has any landlord gas appliances, such as a hob. Those still need annual checks; communal plant has separate responsibilities.
Do unlicensed Hayes rentals need gas safety certificates?
Yes, rented homes with landlord gas appliances and flues need annual checks regardless of licensing. Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 establishes that duty. A home outside a licensing scheme is not exempt from gas safety requirements.
Can I renew early without losing the deadline?
Yes, regulation 36A allows a check in the two months before the deadline while retaining the original deadline. This is an early-check window, not a grace period after expiry. Keep records until two further checks have been carried out, documenting the renewal dates.
Do you cover Harlington as well as Hayes?
Yes, we cover Harlington alongside Yeading, Stockley Park, Hayes End and Hayes Town across UB3 and UB4. When calling, provide the full property address, appliance list and tenant access contact so the booking covers the right property and every landlord gas appliance.
