Property Licensing in Sutton and Your Gas Safety Certificate

Sutton’s October 2026 licensing position includes mandatory and additional HMO licensing, with no selective scheme.

Verify: each scheme's status on the Sutton council page before publishing.

Under Housing Act 2004 Schedule 4, property licences require the annual gas safety certificate to be produced on demand where gas is supplied. See property licensing across London.

Mandatory HMO licensing

borough-wide statutory scheme for qualifying HMOs occupied by five or more people from two or more households.

Additional HMO licensing

borough-wide, 22 March 2026 to 21 March 2031; covers three- and four-person HMOs and qualifying section 257 converted blocks. Confirm converted-block eligibility with the council because the published scope is disputed.

Selective licensing

no scheme designated.

Rented Homes in Sutton

Sutton’s privately rented households increased from 15.9% in 2011 to 20.3% in the 2021 Census. Housing includes Cheam’s predominantly house-based stock and town-centre flats. St Helier straddles Sutton and Merton, so confirm the property’s borough. The gas appliances provided at each rental determine the check required.

Gas Safety Services for Sutton Landlords

We offer annual checks, combined visits and services for licensed properties and portfolios. We also provide gas safety checks for homeowners and buyers.

01

Landlord Gas Safety Certificates (CP12) in Sutton

The annual Landlord Gas Safety Record covers every landlord gas appliance and flue, including boilers, cookers, hobs and fires. Give existing tenants a copy within 28 days and new tenants one before moving in. Keep records until two further checks. See our landlord gas safety certificates (CP12) service for Sutton rentals.

02

CP12 and Boiler Service Together in Sutton

Book the annual safety check and a boiler service following the manufacturer’s schedule in one visit. These are distinct activities: servicing does not replace the landlord check. The CP12 records the safety check; confirm the separate service documentation when booking. Read about CP12 and boiler service together for your Sutton rental.

03

HMO and Licensed Property Gas Safety in Sutton

Sutton’s additional licensing scheme brings more shared homes into licensing alongside mandatory HMOs. Where gas is supplied, the Housing Act 2004 Schedule 4 licence condition requires production of the annual gas safety certificate on demand. Include every landlord gas appliance when booking. See HMO and licensed property gas safety for details.

04

Letting Agents and Portfolios in Sutton

For Sutton portfolios, track each property’s renewal deadline and plan early checks within the preceding two months under regulation 36A. Agree tenant access before booking and provide appliance details for each address. This helps organise checks across licensed and single-let homes. See our service for letting agents and portfolios for booking information.

Frequently Asked Questions

My New Mill Quarter flat has no gas boiler: do I need servicing or a CP12?

There is no boiler to service if your flat has none, but check whether it has any other landlord gas appliances or associated flues. A gas hob can still require an annual check. If there are none, an individual boiler service or appliance CP12 is not applicable.

Does my Sutton HMO licence require a CP12, and is servicing equivalent?

Yes, where gas is supplied, the licence requires an annual gas safety certificate; boiler servicing is a separate activity. The safety check covers landlord gas appliances and flues, while servicing follows the boiler manufacturer’s maintenance schedule. Combining them in one visit does not make them interchangeable.

Does a rental in Sutton’s part of Worcester Park need a selective licence?

No selective licensing scheme is listed for Sutton in the October 2026 position. Mandatory and additional HMO licensing may still apply to shared homes. Confirm the property’s borough and eligibility with the council; an address described as Worcester Park should not be assessed by its place name alone.

Does an unlicensed Sutton rental still need a gas safety certificate?

Yes, a rented home with landlord gas appliances and flues needs the annual check under regulation 36, whether or not it requires a property licence. A licensing exemption does not remove that duty. Supply the record to existing tenants within 28 days and new tenants before they move in.

How early can I renew without changing the deadline?

You can arrange the check within the two months before the existing deadline and retain that deadline under regulation 36A. This is an early renewal window, not a grace period after expiry. Keep the previous record available so the relevant dates can be checked when arranging the visit.
